I think it's the "you can't guarantee they won't charge" aspect that worries people, especially when it doesn't even always appear on the deeds. The case in the BBC article scared a lot of people, and understandably so. As a buyer I wouldn't care about £2 a year, but I'd definitely care that that £2 a year might be the tip of the iceberg.
