I like this theory. It could be the sort of democracy where people do vote but everyone knows what the good and right and socially responsible way to vote is so there is no need for alternative candidates, or ultimately for people to bother voting at all.

Or it could be like the Saki short story where women are forced to vote on everything all the time until they start protesting that actually they'd rather not have the vote after all.
