Betan voter fatigue certainly sounds plausible. Or maybe they are passionate about voting for everyday local council stuff (and building committees, and parish councils, and school governing bodies, and trade union organisatins), but don't bother for the planetary stuff, because the president can be guaranteed to represent Beta properly, and it's not like they deal with stuff that really matters, like rubbish recycling, or indeed the vital Committee on Earrings.
