I know when it comes to archery, men are slightly more accurate over the same distance, because (on average) longer arms and stronger muscles produces higher arrow speeds.

I dont know about guns, but I'm inclined to feel it should be fairly equal physically until you get to heavy weapons that demand significant upper body strength, and that reaons for separate competitions maybe significantly about social factors.
