Actually, I agree with you - but you do see warnings for incest in HP fics for cousins (indeed, I seem to remember lots of people, mostly Americans, being squicked by Hermione's suggestion that Tonks was in love with Sirius, although she's techinically a first cousin once removed rather than a first cousin. Not that endogenous marriage within the Black clan strikes me as advisable...)
