I liked the person who pointed out that if Heathrow - which has the necessary equipment - couldn't keep a big, flat, traffic-free runway with lots of space at the sides clear of snow, then how exactly was a local council supposed to clear winding small streets on hills? (Although it does sound a bit as if they need to look at contingency plans to get buses out of the depot, the decision in the circs. not to wasn't necessarily a bad one.)
