(1) Direct on the NRK website, where series 3 is still up: https://tv.nrk.no/serie/skam/MYNT15200116/sesong-3/episode-1 It doesn't appear to be region-locked. If something is region-locked for Norway you can pretend to be in Norway by following these instructions (http://fail-fandomanon.dreamwidth.org/132102.html?thread=688932614#cmt68893), which are how I watch the skiing (I was the asker).
(2) Still direct on the NRK website, link to the first series and instructions on how to get Norwegian subtitles here: http://fail-fandomanon.dreamwidth.org/225324.html?thread=1250190636#cmt1250190636 I am definitely going to need them! I can cope with skiing unsubtitled, but then I know what they're talking about and it isn't like the vocabulary is large.
(3) If you search FFA for "Skam subtitles English" (without quotation marks) there are some links to sites with fanmade English translations, but I haven't tried whether this works yet.
ETA: It turns out that it is also on youtube with English subtitles entitled Isak + Even.
