In a meeting today I heard the chair, a senior academic, use the phrase "Let's agenda-ise that". I'm all for the wonderful flexibility and invention of the English language, but there are limits!

I feel your pain. I had somebody use 'ground-truth' as a verb in an article last week.

Or do you think they just did it to see everybody flinch?

I am mired in Scandinavians telling me they are wanting to work towards encouraging people to contribute towards changing things.

Oh we do that too. Except not so much encourage people to contribute towards changing things as talk about changing things for a couple of years and eventually decide not to do anything.
