They really shouldn't be there. In reducing the 'ban', CAS said it had “considered matters of proportionality and, in particular, the need to effect cultural change and encourage the next generation of Russian athletes to participate in clean international sport”. Well, look how that worked out...
I hope the same for Valieva, but think it is unlikely. Everyone who should have responsibility for her will be in on it.
